Building Permit Process

The Bluff Building Department serves as the reviewing authority for issuing building permits, responsible for ensuring that all construction is safe, sanitary, and hospitable.

  1. Get a copy of the Building Permit Application on our website
    • See our checklist below on requirements
    • Email building@townofbluffutah.gov or call 435-672-9990 if you have questions or need guidance on what information is required based on the type of building taking place (new build, renovations, electrical, mechanical, etc.)
  2. Submit a Completed Application for Review
    • Submit complete applications electronically via email to building@townofbluffutah.gov or mail to Town of Bluff, Attn: Building Department, PO Box 324, Bluff, UT 84512.
    • Note: We have a small staff, many of whom work part time. If you would like to drop off your application or need to reach a member of the building department, please call 435-672-9990 to schedule an appointment.
    • For residential projects, you can expect the review process to take 10-14 days for completed applications. Fact finding and requests for additional documentation for incomplete applications will lengthen the review process.
  3. Pay Permit Fees
    • To estimate the building permit fees for your project, please see the Master Fee Schedule or schedule an appointment to speak with a member of the building department.
    • Once the building department has reviewed your application, they will provide a final cost for the permit, which includes all inspection costs.
    • Building permits are not issued until permit fees have been paid in full.
  4. Receive Your Building Permit
    • Building permits are issued in writing with a certificate.

Building Permit Application Checklist

  • Complete Set of Plans Drawn to Scale
    • Only one or two-family dwellings not exceeding two stories are exempt from a licensed Professional or Engineer or Architect preparing the plans. If the Building Official deems it necessary, they may require plans be designed, drawn, and stamped by a Utah Licensed Architect or Engineer.
    • All commercial buildings must be designed, drawn, and stamped by a Utah Licensed Architect or Engineer
  • County Property Tax Parcel Number / Address
    • Also known as Parcel ID, APN (Assessor’s Parcel Number)
    • It can typically be found on your annual property tax notice, property deed, or on the county assessor’s website
  • Sewage System (Septic) Approved
    • Approved by the San Juan County Health Department
  • Road Encroachment Permit
    • Please contact roads@townofbluffutah.gov to obtain
  • Permit Application Filled to Completion
    • All required information, including signatures, are included

Per Town of Bluff Municipal Code Title 9, Building Regulations Ordinance Section 9.01.110 A, exemptions from the requirement to obtain a building permit within the jurisdiction of Town of Bluff shall align with those specified in the most current edition of the Utah Building Codes: ICC Digital Codes. We have prepared a list of common exemptions that do not require building permits.
